Singapore’s 2008/09 budget highlights and what does this means to you

- Rising cost of living a major concern.
- There is limit on Singapore dollar appreciation.

- Research spending to be increased to S$7.5 billion by 2010.
- Tax deductions for R&D to rise to 150 percent from 100 percent.
- To keep business cost competitive against other cities.

- Corporate tax rate of 18 percent is competitive.

- To drop estate duty immediately.
- No cut in personal income tax this year. Grants 20 percent income tax rebate capped at S$2,000.
- To tax all alcoholic beverages based on alcohol content.
- Expects 2008/09 budget deficit of S$0.8 billion.
FINANCE MINISTER’S COMMENTS:
ON INVESTMENT
“Our pipeline of manufacturing investments remains robust with EDB expecting S$16 billion worth of investment commitments this year, on top of the same volume last year.”
ON INFLATION
“We seek to moderate imported inflation through our Singapore dollar exchange rate policy. There is a limit to how fast the Singapore dollar can appreciate without hurting our economic performance and growth, and eventually causing wages to fall. An overly strong Singapore dollar can bring inflation down, but at the cost of lower growth and higher unemployment. This is why, while we can mitigate imported inflation through MAS’s exchange rate policy, we cannot insulate ourselves completely from the effects of global inflation.”
ON COMPETITIVENESS
“We will also adjust our tax policies so that we stay competitive, support the growth of our SMEs, encourage risk-taking as well as strengthen our role as a financial and business hub.”
ON BUSINESS COST
“We have to keep our business costs competitive, and not let them run ahead of the cities we are competing with.”
ON COPORATE TAX
“With our 18 percent corporate tax rate and the enhancements we have made to our partial tax exemption scheme last year, our corporate tax regime is competitive.”
ON ESTATE DUTY
“I have therefore decided to remove estate duty from our tax regime, with effect from today. It is not just a practical or expedient measure, but one that on balance will be in our collective interest.”
ON PERSONAL INCOME TAX
“We will not be making any further move on personal income tax rates this year. But we will continue to watch this and ensure that we are always able to attract and keep talent in Singapore, including those at the top end.
“I will give an income tax rebate of 20 percent for all resident taxpayers for year of assessment 2008.”
ON ALCOHOL TAX
“With effect from today, all alcoholic beverages will be taxed on the basis of their alcoholic content.”

The Dome – Singapore Sports Hub
3The Singapore Government announced on Jan 19 that it has selected the Singapore Sports Hub Consortium (SSHC) led by Dragages Singapore Pte Ltd as the preferred bidder for the Singapore Sports Hub Public-Private-Partnership (PPP) project, subject to finalisation of contract details.
SSHC provided a holistic strategy to promote sports participation, leisure, entertainment and lifestyle activities via a focus on community and grassroots sports. Its integrated approach will create foot traffic and promote vibrancy at the Sports Hub. Their strategy is supported by a comprehensive sporting calendar that guarantees at least 90 event days at the National Stadium and 46 at the Singapore Indoor Stadium. It consist of a well-balanced mix of local, regional and international sporting events and activities targeted at various different target segments
SSHC has provided a circular design layout with the various sports and commercial facilities surrounding the dome-shaped new National Stadium. The design is well integrated with the consortium’s events and programming strategy, and has the flexibility and scalability for hosting large-scale events, including the National Day Parade. The Sports Hub’s critical mass of facilities and attractions would ensure that the venue is teeming with activity and buzz on event and non-event days.

The Sports Hub will be Singapore’s premier land and sea sports, entertainment and lifestyle hub with integrated programming. A unique cluster development of integrated world-class sports facilities within the city, it will play a critical role in accelerating the development of sports industry, excellence and participation and take sports to the next level in Singapore.

ERP in Toapayoh or everywhere
0Everyday I fetch my Niang Zi to work in Toapayoh Philips. I have found an alternative way from Tampines to Toapayoh to avoid the ERP gantry before the Toapayoh PIE Exit.
Refer to Google Map
I took the Tampines Ave 10 flyover to Kaki Bukit, turn to Airport Road which above the KPE and turn right to Upper Paya Lebar Road and Bartley Road, Braddell road and turn to Toapayoh Lorong 1. The stretch from Bartley Road to Toapayoh is without any traffic light which is almost like an express way. The time saving on the jam and the ERP charge of $1 make all the effect of waiting time at the Kaki Bukit and Upper Paya Lebar Road worth it.
This morning as usually when we exit from Braddell road. To my surprise there is one big ERP gantry after the exit. This is really ridiculous, what is the rational behind of collecting ERP for the road to residential area in the morning. Which government on earth are collecting $$ for entering residential area in the morning peak hour.
I do not see the point of ERP to control the traffic. I’m seeing this as a move to collect the $$ wherever there is a single convenience point to setup the ERP gantry to get the maximum returns. This is like a business mind to setup where the most traffic that can miss it. The traffic there is already a chaos in the morning where traffic from Bishan want to turn left while the traffic exit from Braddell road want to turn right. I will foresee more delay or accident when the driver try to insert the cash card in the last minute.
Mini BBQ in Bedok Reservoir Park
0Our Landlord started serials of unreasonable restriction to us in the name of want to sell the 5 room HDB flat we rented.
First restricted tenant do not wash and hang clothes in the weekend when viewing normally take place. She started to push all the clothes to the end of balcony.
Now for no reason she wanted to clear the freezer section of fridge and theaten to throw away the food..
We have couple of food left over from previous BBQ in August, we decided to clear all of them by ourselves. We have a mini BBQ pit which can last 2 hours.
We brought all the food to the Bedok Reservoir and find the suitable place to start the fire. But the bad thing was the fire is too weak and the food still not yet defrooze. It took us very long time but still have food left over. This is a big different compare to previous BBQ.
At the end we still went to the coffee shop near by to eat some more. Sigh..
